Permit Information and Online Portal

Permits are required for development activities such as new buildings, additions, renovations, decks, pools, fences, signs, and site improvements.  Permits are also required for demolition of any building or structure.

CONTRACTOR REGISTRATION:

Contractor Registration is for a calendar year.  HOWEVER, registrations issued after November 15th will continue through the next year.  

Contractors who are currently registered, or who were registered in the previous year, will no longer need to complete a new application for each year's registration.  Contractors with current registration will receive an e-mail in early December with instructions on how to RENEW registration.

PERMIT PORTAL

Civic Access online portal for:

  • Apply for a permit
  • Register as a contractor in the City of Sidney and/or Shelby County
  • Request an inspection
  • Search for public records (permits and licenses only)
  • Apply for a variance, conditional use permit or other cases decided by the Zoning Board of Appeals
  • Apply for a replat, lot split, rezoning, or other cases reviewed by the Planning Commission.

PLEASE NOTE:  While the City of Sidney registers contractors for the entirety of Shelby County, permits for Shelby County outside of the City of Sidney are not available via this Civic Access portal.  If you are applying for a permit outside of the City of Sidney, or you need to apply for a commercial/industrial building permit, please contact the Shelby / Miami County Building Department at 937-658-6220 or 937-440-8121.

How to get started

  1. Register as a user.  First time users will need a valid e-mail address to set up an account.  Need help with registering?  Here's a tutorial to assist you.
  2. Login and select permit or plan type.
  3. Submit your application.  Most permits require, at a minimum, building/construction plans and a to-scale site plan of the property.  Plans and drawings must be attached to your online application.  If you start a permit application and determine that a plan or drawing is necessary, you can save the application and come back to it at a later time.
  4. It takes up to one business day to begin processing your application.
  5. You will receive an e-mail when the invoice is available for payment.  Payment can be made via Civic Access.  Credit card payments will include a 3% convenience fee.  Payment can also be made in the Community Development Department offices.  In-office payments can be made using cash, check, or credit card.
