Basic utilities, such as water, sewer, and stormwater and trash collection
are important services provided to you as a Sidney resident.
Our goal is to provide the best possible service at reasonable rates
to each of our customers. We will always attempt to give you efficient
prompt service. Please take a moment to read the information below so
you will be familiar with your utility services, billing, payments, rights
and responsibilities.
If misunderstandings or mistakes occur, we welcome the opportunity to
review the matter so that problems can be corrected or clarified to your
satisfaction.

NEW CUSTOMERS
To start service, you will need to complete a service
agreement and return it to the Utility Billing office, located in
the Municipal Building. (Copies are also available at the office.) Our
office hours are 8:30 a.m. to 5 p.m., Monday-Friday. Please bring a form
of I.D. such as a driver’s license. Monthly customers who are renters
must pay a $75 deposit. The $75.00 deposit will be held on your account
while you continue to reside at this location. Customers who come in before
3 p.m. can usually have their service start the same day
YOUR UTILITY BILL
Our customers are either billed quarterly or monthly, depending on their
landlord.
Your bill will contain your water consumption for the previous period
and your refuse service for a period in advance (either 1 month or 3 months,
depending upon the frequency of your bill). Your sewer charges are calculated
based on your water consumption, while the stormwater charge is basically
a flat monthly amount for all residences. A late payment penalty of 5%
is added if not paid by the due date on the bill.

Customers can have their payments automatically withdrawn from their
checking or savings account, or automatically charged to their credit
card. There is no charge for this service. Fill out the form (credit

and mail or bring in to the Office of Revenue Collection to start
making your payments automatically |
Utility payments can be made with cash, personal check, money order,
credit card (MasterCard, Visa or American Express) or debit card.
Payments may be accepted over the phone if you are paying by credit card.
(We accept MasterCard, Visa or American Express credit or debit cards.)
Due Date & Delinquency:
Payments must be received by the due date printed on the bill. A late
payment penalty of 5% will be added if not paid by the due date on the
bill.
If payment is not received, a door tag will be placed at your residence
notifying you of service disconnection
Once service has been discontinued due to non-payment, you will have
to pay a $25.00 reconnection fee.

Water Usage Information

The average person will use 600 cubic feet of water
each quarter.
This amount allows for all cooking, bathing, cleaning and laundry
needs for one person. A family of four would be expected to use an
average of about 2400 cubic feet of water per quarter. Use these figures
as a guide to check your family’s usage. If your consumption
is considerably more than the average, contact our office at 498-8114
to for water conservation tips and information on how to locate leaks
in your plumbing.

TRASH COLLECTION
Your trash should be out at the curb or alley by 7 a.m. on your scheduled
collection day in order to be picked up.
All residential properties are required to have trash service. The City
offers two options for this service. For customers who will have more
than one trash bag per week, the curbside pickup service is the most economical.
Up to seven (7) trash bags or five (5) garbage cans will be picked up,
per customer, per week. The cost for this service is $2.95 per week ($35.40
per quarter).
For customers who have one trash bag per week or less, the City offers
the “City Bag” program. Customers must buy specially marked
trash bags, at a cost of $2.31 per bag, and they do not pay the curbside
refuse rate. Residents must purchase one set of trash bags per year to
remain on the city bag program.
All residential customers can put one extra item out per week at no charge.
This can be any household item, such as an appliance or furniture.
MOVING BOX DISPOSAL
Moving boxes will be picked up at no cost one time only after moving to
a new address in Sidney. You will need to contact the Billing office to
schedule this pickup.
BULK PICKUPS
Unwanted items that cannot be picked up with the regular garbage can be
collected as an extra pickup. There is a charge for this service. Call

RECYCLING PROGRAM
The City of Sidney conducts a voluntary recycling program on the same
day as your regular trash pickup. Place your recyclables in the green
recycling bin, which can be obtained at the Service Center located at
415 S. Vandemark Road or at the Utility Billing Office. Your recyclable
items do not need to be sorted or segregated in the bin, but newspapers
should be contained in bundles or paper bags.
There is no additional charge for customers who wish to recycle.
Customers are also welcome to drop off recyclables at the Recycling Center
at the corner of SR 47 East and Dingman Slagle Road. Call 498-7351 for
hours of operation.

YARD WASTE PROGRAM
The City offers free grass clipping and brush removal during the spring
and summer months. The start and end dates vary from year to year according
to weather conditions.
Yard waste should be placed at the curb on your regular trash day. There
are no alley pickups for yard waste. Yard waste must be bundled and tied,
or bagged, boxed or canned. No loose piles of grass clippings or branches
will be picked up. Branches must be 4 feet in length or less, and 2 inches
in diameter, or less. Branches should be tied together into bundles weighing
60 pounds or less, using sturdy string or twine. Bags of loose clippings
should also weigh 60 pounds or less. One bag should be left open so the
contractor can see that it is yard waste and not trash. Yard waste should
be set slightly aside from the regular trash.
Keeping yard waste in compliance with these regulations enables the City’s
contractor to remain on schedule with the yard waste pickup.
