The City of Sidney is fortunate to have a large and diverse industrial base.  Because of the substantial amount of industry the Ohio Environmental Protection Agency (OEPA) required the City of Sidney to develop and implement an Industrial Pretreatment Program in 1989.

The purpose of the Industrial Pretreatment Program (IPP) is to protect the City of Sidney’s sanitary sewer system, the Wastewater Treatment Plant’s processes and equipment, and the Great Miami River from potential harmful discharges of pollutants from industrial and commercial sources. This is accomplished by regulating and monitoring the discharges from industrial and commercial sources to ensure that it meets the limits established.

The program has grown from 21 permitted industrial users in 1985 to 34 permitted industrial users today. Although the City has issued 34 control documents, it has identified numerous Industrial Users currently discharging wastewater.


Annual Industrial Pretreatment Report

The authority of the Industrial Pretreatment Program can be found in chapter 913 of City of Sidney’s codified ordinance. Upon identifying a new industrial customer said customer is sent a Data Disclosure Form and instructions on how to complete the form.  The industrial customer is also asked to submit the completed form for review.  Upon completing the review of the Data Disclosure Form an inspection will be performed of the facility.  Once the data review and inspection processes have been completed then at that time, it will be determined if a discharge permit will be issued to the industrial customer.  Discharge permits issued by the City of Sidney are either a Non-SIU or SIU discharge permits.  Non-SIU discharge permits have been standardized but the SIU permits are developed on a case by case basis.  The goal of developing SIU permits on a case by case basis is to ensure that the regulatory requirements, the industrial customer's needs, and the City of Sidney’s requirements are all fully satisfied.  (The hyperlinked Non-SIU discharge permit contains the local discharge limits for the City of Sidney.)

It is the Industrial Pretreatment Programs goal to ensure that the industrial entities within the City of Sidney comply with all of the applicable rules and requirements related to wastewater.  If it is determined that an industrial customer has violated a discharge prohibition or limitation the City of Sidney utilizes the Enforcement Response Guide to assist in determining the ramifications of a violation. 

The Industrial Pretreatment Program is audited annually by the OEPA. In 2007 the IPP was nominated by the OEPA to receive the USEPA’s Clean Water Act Recognition Award.
