PROGRESS UPDATE
SCHEDULE FOR THE MONTH OF JANUARY
As per the Wapakoneta Ave Plans approved by ODOT, the traffic light at Wapakoneta Ave and Parkwood has been removed due to it not meeting the requirements in the Manual of Uniform Traffic Control Devices (adopted by the City) and ODOT warrants.
This intersection will become a 2-Way Stop intersection with Wapakoneta Ave being the through street and Parkwood being the stop street. What this means is that motorists traveling on Wapakoneta Ave will not have to stop at the Parkwood intersection. Therefore, motorists approaching and stopping on Parkwood will need to use caution before entering the street.
Sidney City Council at their January 9, 2012 Council meeting amended the Traffic Control Map so that the Police Department can enforce traffic laws at this intersection. Below is a sign that was posted at the intersection of Wapakoneta and Parkwood. On January 23, 2012, the stop signs on Wapakoneta Ave at this intersection will be removed and the stop signs on Parkwood will remain.

Street Striping: The type of striping to be used on this project is called Thermoplastic and requires the road to be at a certain temperature for installation. Due to the cold, permanent striping will not take place until the spring. In the interim, VTF has placed temporary striping (paint) and markings at the intersections and along certain portions of Wapakoneta Ave.
Yard Restorations: There will not be any final grading and seeding until the spring. Seeding during the cold months would be a waste of resources since the cold temperature would not allow the seed to germinate. The City has sent out notices to each property owner abutting Wapakoneta Ave giving them the specifics of the yard restoration work. If this should cause any resident problems then please contact the City.
Punch List: City staff will be inspecting all infrastructure installed by VTF Excavating and developing a punch list of items to be repaired.

SCHEDULE FOR THE MONTH OF DECEMBER
VTF Excavating and Barrett Paving have completed the asphalt work for Wapakoneta Ave from Parkwood to I-75. The following are tentative plans for the month of December.
¢ Street Striping: The type of striping to be used on this project is called Thermoplastic and requires the road to be at a certain temperature for installation. ¢ Traffic Signal: All work on the upgraded traffic signal at Hoewisher and Wapakoneta Ave intersection is about 90% completed and will soon be ready for activation. The light will remain in flashing mode until the temporary striping has been installed. At that time, the new traffic signal will be activated.
¢ Yard Restorations: VTF Excavating will be working on grading the existing yards and dirt work. However, there will not be any final grading and seeding until the spring. PAVING SCHEDULE
As of November 23rd, all concrete work has been completed (less touch up work). The City received an updated schedule from Barrett Paving for the remaining asphalt work. Barrett Paving is shutting down their asphalt plant this coming Saturday afternoon (November 26th) for the rest of the year. Therefore, Barrett has brought in two paving machines and is working all crews today (Wednesday) to lay the intermediate course from Hoewisher to I-75. Once the intermediate course is completed then Barrett will get started on the top coat. They will be working Friday and Saturday to finish the top coat.
The change in plans will virtually shut down Wapakoneta Ave from Parkwood to I-75 and will impact the businesses that were counting on the holiday traffic. While the City shares the concerns of the impacted businesses, it is clear that if the paving is not completed by Saturday afternoon then the road will remain unfinished through the winter.
During the paving activities, the road will be closed to through traffic. Motorists are advised to seek alternate routes.

WEEK OF NOVEMBER 14TH AND NOVEMBER 21st
Oglesby Construction has completed the curb and gutter construction.
On November 9th, the concrete crews started the flat work which is the sidewalks and drive aprons. This should take approximately 1 week to complete (weather permitting).
Finally, VTF is attempting to coordinate with Barrett Paving to start the asphalt work by the end of this week (November 18th) - the City envisions completion of the asphalt work by Thanksgiving.
Now that the road is open to through traffic, motorists are speeding very fast down the aggregate road and the contractor is concerned with safety. We have provided the contractor with additional signage that is designed to slow the traffic down and requested additional Police presence in the area. If none of this works, then we will revert back to 8:00 am to 5:00 pm closures until the concrete and asphalt work gets completed. This is the last resort and the City will do everything it can to keep it open.

WEEK OF NOVEMBER 7TH AND NOVEMBER 14TH
As of November 3, 2011, VTF Excavation has completed all of the underground utility work; removal of road base; rough graded and installed the aggregate base. Wapakoneta Ave from Hoewisher to I-75 is now open to through traffic.
Tentatively, starting November 4th, Oglesby Construction will begin the curb and gutter construction. The tentative plan is to complete the curb and gutter work by Monday evening, November 7th. No one will be working on Wapakoneta Ave from Hoewisher Rd to I-75 on Election Day, November 8th.

WEEK OF OCTOBER 24th AND OCTOBER 31st
The planned closure of Wapakoneta Ave from Hoewisher Rd to I-75 from 8:00 am to 5:00 pm is limiting the contractors work and creating a project delay. Therefore, beginning Monday, October 24th and for the next two weeks, Wapakoneta Avenue from Hoewisher Rd to I-75 will be closed for extended hours to allow the contractor more time to finish the utility work and to excavate the road base.
The City anticipates reopening the road late each evening. After the two week period, the contractor will revert back to working daylight hours of 8:00 am to 5:00 pm. The goal for the contractor for the next two weeks is to complete all of the underground utility work; excavate the road; rough grade and lay the aggregate base. We anticipate the contractor being able to complete 60%-75% of the road excavation during this two week period. An additional week of an 8:00 am to 5:00 pm closure will be needed to finish the road base.
The contractor will be required to maintain traffic for residents of Northbrook Mobile Home Park. During the road excavation, the park residents will need to leave and enter through the park's main entrance or the VFW's entrance. It will be congested with construction activity so we continue to ask for your patience.
Any customers needing access to Wilson Insurance will need to come in from the interstate. Once the contractor has moved north of the drive entrance then the Wilson Insurance customers will need to come in from Hoewisher Rd. We make no promises on accessibility during the construction period.
As a reminder, it is still the goal to have the asphalt work completed by Thanksgiving - weather permitting. Additionally, Wapakoneta Ave will be open and the road drivable on Election Day on November 8th.

WEEK OF OCTOBER 17th AND OCTOBER 24th
The following activities are tentative for the next 2-3 weeks:
1. On October 10th, VTF Construction started the Wapakoneta Phase IB portion of the project which is from Hoewisher to I-75. The road will be closed from 8:00 am to 5:00 pm each day with NO through traffic. The road will be accessible before and after these hours.
a) Barrett Paving has completed the removal of the old asphalt on this portion of Wapakoneta Ave.
b) The first two days of construction activity the contractor worked past 5:00 pm due to the installation of a 36" storm sewer with poor soil conditions. This was unavoidable.
2. Within the next two weeks, VTF Construction will be working on the installation of storm and sanitary sewers. One of the storm sewers is a 36" storm sewer that is deep and will require the closure of Wapakoneta Ave for a minimum of 24 hrs. The City will do a press release on this closure.
3. Once all of the utility work has been completed, VTF Construction will then begin removing the old concrete road base, begin excavation of the road; rough grade and install the aggregate base. It is estimated that VTF Construction will be able to complete approximately 200 ft per day.
4. Work to be completed on Phase IA (Hoewisher to Parkwood) is the restoration consisting of:
i. Yard restorations
ii. Driveway restorations
iii. Finish removing Dixie Drive
iv. Utility casting adjustments

WEEK OF OCTOBER 10TH AND OCTOBER 17TH
The following activities are tentative for the next 2-3 weeks:
1. Ogleby Construction (concrete sub-contractor) has completed the curb/gutter and sidewalk work on Wapakoneta from Hoewisher to Parkwood.
2. Barrett Paving has started the paving of Wapakoneta Ave from Hoewisher to Parkwood. There are two layers of base course asphalt (1st is a 4" layer and 2nd is a 3" layer) and one layer of intermediate course asphalt (1 ½").
3. As of Friday, October 7th, Barrett completed the 1st base course layer and was working on laying the 2nd base course asphalt and should have this portion completed by Saturday, October 8th.
4. On Monday, October 10th, Barrett Paving will be laying the 1 ½" intermediate course. This will take approximately 2 days to complete. People are advised to use caution when traveling through the work area. Periodic closures may occur.
5. Additionally, on October 10th, VTF Construction will be starting the Wapakoneta Phase IB portion of the project which is from Hoewisher to I-75. The road will be closed from 8:00 am to 5:00 pm with NO through traffic. The road will be accessible before and after these hours.
6. Within the next two weeks, VTF Construction will also be working on the restoration from Hoewisher to Parkwood which consists of:
i. Yard restorations
ii. Finish removing Dixie Drive
iii. Utility casting adjustments

1. Ogleby Construction (concrete sub-contractor) is currently working on the curb and gutter at the Hoewisher/Wapakoneta Intersection. The goal is to get this intersection ready for the base course asphalt.
2. Tentatively, Barrett Paving will be starting the base course asphalt on Wapakoneta Ave from the Hoewisher/Wapakoneta Intersection to Parkwood beginning October 3rd. Through traffic will be limited.
a) Once the base course asphalt has been installed - VTF Construction will be working on completing the following:
i. Yard restorations
ii. Finish removing Dixie Drive
iii. Utility casting adjustments
3. Oglesby Construction is 100% complete with the curb and gutter installation on Wapakoneta from Hoewisher to Parkwood. All drive aprons have been completed and the contractor is approximately 95% complete with the installation of the sidewalks.
4. DPL&E has yet to begin the installation of the street lights.
5. Phase IB Construction: A public meeting was held on September 27th at the VFW to discuss the next phase of construction on Wapakoneta Ave which is from Hoewisher Rd to I-75.
a) In order to keep things moving and an attempt to minimize business disruptions, the City and VTF have agreed to:
o Wapakoneta Ave from Hoewisher Rd to I-75 will be closed daily from 8:00 am to 5:00 pm. There will be no traffic allowed during this time frame.
o VTF Construction will not be allowed to close the road until 8:00 am and must have the road reopened and drive-able by 5:00 pm (DAILY).
6). REMINDER: SCHOOL TRAFFIC… As a reminder parents are urged to contact Beth Raterman of the Sidney BOE at 497-2206 to discuss interim re- routing of bus traffic and pick up locations.

The following activities are tentative for the next 2-3 weeks:
1. VTF Excavation is nearing the completion of the Hoewisher Rd & Wapakoneta Ave Intersection work. The intersection will be opened by Friday, September 23rd with a stone base only that will be drive-able.
2. Subcontractor Oglesby Construction is approximately 100% complete with the curb and gutter installation. All drive aprons have been completed and the contractor is approximately 75% complete with the installation of the sidewalks.
3. Within the next 1-2 weeks, DPL&E will be installing street lights.
4. ASPHALT DELAYS: VTF Excavation has been advised by the asphalt contractor that they will not be able to start the base coarse asphalt installation on Wapakoneta Ave from Hoewisher Rd to Parkwood until September 30th at the earliest and possibly not until October 3rd. This places the project one week behind.
a) VTF Excavating will work on yard restorations during this period.
5. Phase IB Construction: This next phase of construction is on Wapakoneta Ave from Hoewisher Rd to I-75. Currently the plans call for VTF Construction to start this phase on October 3rd. In order to keep things moving and an attempt to minimize business disruptions, the City and VTF have agreed to:

WEEK OF SEPTEMBER 12TH THROUGH SEPTEMBER 23RD
The following activities are tentative for the next 2-3 weeks:
1. VTF Excavation has completed the removal of the old road base and completed the rough grading and installation of the aggregate sub-base from Hoewisher Road to Parkwood Street.
2. Subcontractor Oglesby Construction is approximately 95% complete with the curb and gutter installation and has started the installation of the sidewalks.
3. Within the next 1-2 weeks, DPL&E will be installing street lights.
4. VTF Excavation is planning for the asphalt work during the week of September 26th. Depending on Oglesby's progress, this may be moved up sooner.
5. Phase IB Construction: This next phase of construction is on Wapakoneta Ave from Hoewisher Rd to I-75. Currently the plans call for VTF Construction to start this phase on October 3rd. In order to keep things moving and an attempt to minimize business disruptions, the City and VTF have agreed to:
a) The intersection of Hoewisher Rd and Wapakoneta Ave will be closed for 4 days beginning on September 19th. During the shutdown, VTF Excavation will complete all of the underground utility work; excavate the road and rough grade; and lay down the aggregate sub-base.
b) VTF Excavation would then reopen this intersection on September 23rd. The intersection will not be paved; nor will the curb and gutter work be completed. Rather, all of the major construction activity will be completed and would allow traffic to resume at the intersection.
c) By allowing VTF Excavation to reconstruct the intersection now, they would gain 1 additional week on the construction schedule. This is good for the City and our local businesses.
d) Tentatively, VTF Excavation will start the next phase of construction (Hoewisher to I-75) on October 3rd. If VTF Excavation completes the Hoewisher to Parkwood section sooner, then there remains the possibility of starting Phase 1B sooner. When this next phase of construction starts, the following will take place
o Wapakoneta Ave from Hoewisher Rd to I-75 will be closed daily from 8:00 am to 5:00 pm. There will be no traffic allowed during this time frame.
o VTF Construction will not be allowed to close the road until 8:00 am and must have the road reopened and drive-able by 5:00 pm (DAILY).

WEEK OF SEPTEMBER 6TH
The following activities are tentative for the next 2 weeks:
- VTF Excavation has completed the removal of the old concrete road base and has completed the rough grading and installed the aggregate sub-base from Hoewisher Road to Parkwood Street.
- Residents/Businesses will be pleased to note that subcontractor Oglesby Construction has started the curb and gutter work.
- Oglesby is approximately 60% complete with the curb and gutter work. Simultaneously with the curb and gutter work, the subcontractor has been pouring the drive aprons.
- Next week, September 6th – 9th, Oglesby Construction will continue their work on the curb/gutter and drive aprons.
- Once the curb and gutters and drive aprons are completed. Oglesby will be forming and pouring the sidewalks through the project area.
- It is noted that the area residents and businesses have been extremely cooperative throughout this project especially during the pouring of the curb and drive aprons. These residents have been inconvenienced but have been very cooperative with the City and the contractor.
- City staff is working with DPLE on the installation of the street lights. The street light work will come towards the end of the project and should not interfere with the traffic.
- There remains the possibility of VTF Excavation starting the asphalt work within the next 2 weeks.
- Finally, City staff and the Project Manager are in the planning stages of the next part of THE Wapakoneta Ave Reconstruction which is from Hoewisher Rd to I-75. We anticipate scheduling a public meeting to discuss this next part of construction.

WEEK OF AUGUST 29TH
The following activities are tentative for the next 2-3 weeks:
1. VTF Excavation is nearing the completion of removing the old concrete road. During this process, the contractor has been completing the rough grading and installing the aggregate sub-base from Hoewisher Road to Parkwood Street.
2. Subcontractor Oglesby Construction will be starting the curb and gutter work tentatively on August 25, 2011. During the curb and gutter work, the contractor will be pouring new drive approaches to those affected residential and business properties.
a) Businesses: When the drive approaches are poured, the contractor will place street plates over the drive approaches to the local businesses so that customers may continue to frequent their businesses.
b) Residential: Resident(s) that have a drive approach on Wapakoneta Ave will be required to park on the street. Resident(s) will not be able to drive over the new curb/gutter/drive approaches until the concrete has cured (4-5 days).
c) The contractor will assist in accommodating any special needs. VTF Excavation is currently attempting to contact the resident(s) and business owners advising them of the pending drive access closures and to discuss alternate access to the properties until the concrete has cured.
d) City staff is evaluating the use of high-strength concrete for the drive approaches to allow for a quicker concrete set time. This will reduce the amount of time that the drive accesses will be closed from 4-5 days to 2 days.
3. Once the curb/gutter and drive approaches have been completed, VTF Excavation will be preparing the roadway for the asphalt base.

AUGUST 22, 2011
VTF Construction has been working on the removal of the old concrete road, rough grading and installing the aggregate sub base from Hoewisher Rd to Parkwood. It is anticipated that all of the rough grading, aggregate base and the compaction of the stone base will be completed by August 26th. On Monday, August 29th, the contractor will start the installation of the curb and gutter along the entire length on both sides of the road.
The curb and gutter work will include new drive approaches for homes and businesses abutting Wapakoneta Ave. It is imperative that no vehicular traffic crosses over the drive accesses until the concrete has set up which we anticipate 4-5 days. This will require coordination with the residents and business owners for alternate parking and access. During the week of August 22nd, City staff and the contractor will be contacting the residents and business owners to coordinate a parking and access plan.
City staff has met with the Sidney Board of Education's Transportation Dept. to discuss bus routes and student pick up locations. Parents are urged to contact Beth Raterman of the Sidney BOE at 497-2206 to discuss interim re-routing of bus traffic and pick up locations.
Finally, shortly after the installation of the curb and gutter work, paving will begin. The project remains on schedule with the anticipated opening of Wapakoneta Ave from Hoewisher to Parkwood by September 23rd.
August 15, 2011
Concrete roadway has been removed; subgrade and base gravel are being placed in 200’ sections from Hoewisher Road south to Parkwood Street. Installation of curb and gutter is expected within next couple of weeks. Road closures remain in affect until mid-September. Project data and time lines continue to be updated on the City website.
August 8, 2011
Phase 1 water, sanitary, and storm are complete. Road closures still remain in affect until mid-September. Currently, the concrete road, built in the 1950s is being hauled out to fit the new roadway profile necessary to accommodate curb and gutters and although passable, it is very rough. Project data and time lines continue to be updated on the City website.

Wapakoneta Ave Reconstruction I: Vectren’s gas line relocation work is now complete. Phase 1 water and sanitary is complete, and storm sewer is nearing completion. Road closures still remain in affect until mid-September. Currently, the road is being dug out and although passable, it is very rough. The traffic signal at Parkwood Ave. has been decommissioned, after being on flash mode the last 2 weeks.

Vectren’s gas line relocation work nearing completion. Phase I water main construction is complete. Sanitary installed and testing passed; lines to be televised (TV). Road closures remain in affect until mid-September Contractor has milled the existing asphalt throughout the project limits of Phase 1a exposing the old concrete road that exists underneath the asphalt pavement. Additional “Open to Businesses” signage has been added along the project. Parkwood Street traffic signal has been placed on 4-way flashing red until it is removed. Project data and time lines continue to be updated on City website.
JULY 11, 2011
As previously advertised, Wapakoneta Avenue is closed to thru traffic. Currently the intersection of Wapakoneta & Parkwood is closed and is expected to remain closed until early this evening (July 11th). Residents living on Wapakoneta (north of Parkwood traveling south on Wapakoneta) will be able to turn left onto Parkwood, but Wapakoneta Avenue residents south of Parkwood wishing to travel north on Wapakoneta will not be able to turn right onto Parkwood. Old North Dixie Drive is also closed at this intersection. Emergency vehicles have been advised to develop alternate route in this vicinity as needed.
WEEK OF JULY 11TH
VTF Excavation has completed the sanitary sewer relocation and the water main construction is continuing near Parkwood. Also, the contractor has begun portions of the new storm sewer and will complete this work within the next couple of weeks during the road closures. Vectren's gas line relocation work continues.
The July 11th road closure will include the addition of detouring and maintenance of traffic signs in and around the project limits. As early as Monday, July11th the contractor will be milling up the existing asphalt throughout the project limits of Phase 1a (Wapakoneta Ave from Hoewisher to Parkwood). This milling activity will expose the old concrete road that exists underneath the asphalt pavement.
Drive accesses will be maintained and any resident or business that is having difficulty accessing their property are invited to contact Nick Miller, P.E., Project Manager at 498-7244 and he will coordinate and correct these issues with the contractor.
Road closures to thru traffic will be in place and expected to last approximately 75 days. Project data and time lines continue to be updated on City website.
WEEK OF JULY 4TH
During the week of June 27th, VTF Excavation began the installation of sanitary sewer south of Robinwood Street. Additionally, storm sewer installation south of Parkwood Street was completed. Fire Hydrant relocations along the entire project length have been relocated to accommodate the widening of the new roadway.
This week the contractor intends to install the water main along the east side of the road in the Parkwood Street area, additionally storm sewer work near Hoewisher Road may be accomplished.
Wapak Ave between Parkwood Street and Hoewisher Road will be closed the following week. Notices have been advertised in the paper, and local public agencies have been notified. Signs marking this closure have been placed on site for the traveling public. Local access, including access to businesses will be maintained during the 75 day closure.
WEEK OF JUNE 27TH
During the week of June 20th, VTF Construction began their mobilization of equipment and materials for the project. Additionally, VTF Construction has begun the off road installation of the underground utilities including sanitary sewer; water main and storm sewers. The City anticipates VTF completing the underground utility work by July 8th.
Once the utility work has been completed, the next step is to set up road closures (open to local traffic) and implement the detour plan for the 1st phase of the road reconstruction which is Wapakoneta Ave from Parkwood to Hoewisher. The current time frame for this portion of the work will commence around July 11th. The City will issue a Public Notice in the Sidney Daily News with advance notice of the closures.
WEEK OF JUNE 20TH
This update is to advise the public of recent organizational changes within the City of Sidney. Due to the sluggish economy, declining revenues and anticipated cuts from the State of Ohio, the City of Sidney has elected to streamline the Public Works Department. Effective July 1, 2011, the City of Sidney will no longer have a designated City Engineer, Assistant City Engineer and two Field Technicians. Rather, the City will be contracting out General Engineering Services to a consultant at a considerable cost savings to the City.
Nick Miller, P.E., P.S. - Assistant City Engineer was the designated Project Administrator and Inspector for the Wapakoneta Ave Reconstruction Project. Nick has been selected by Bob Geuy P.E., Shelby County Engineer to be the Chief Bridge Engineer effective June 20, 2011. Since the Shelby County Engineer is participating in this road improvement project, the City has requested that Mr. Miller be allowed to complete this project and serve as the Project Administrator and Inspector on behalf of the City of Sidney.
We have been advised that the County Engineer will allow Mr. Miller to serve as the Project Administrator and Inspector for the City and will coordinate all construction activities for the Wapakoneta Ave Reconstruction Project. Week of June 6th
Two public meetings were held on May 27th and June 2nd with both residents and businesses in attendance. Areas of discussion included, access will be maintained to residents and business during construction, detours will be provided, timing of restrictions to through traffic, and the City web page.
The contract with the contractor VTF Excavation has been executed and the Notice to Proceed was issued on June 2nd. A preconstruction meeting was held with the contractor and the schedule of construction was reviewed. From that meeting the contractor intends to start construction on Monday, June 20, 2011. The first three (3) weeks the contractor will be working off the road on utilities, during this time traffic inconveniences will be minimal.
On July 11, 2011 the contractor intends to close Wapak Avenue between Parkwood Street and Hoewisher Road to through traffic. Local traffic will be maintained from one end of the project or the other. The contractor has 75 days to complete this first phase of the work and reopen Wapak Avenue to through traffic. The contractor should complete this first phase of work on or about October 17th and start on the last phase of work from Hoewisher Road to I-75 at this time.
Week of May 29th
On May 23rd, the Ohio Department of Transportation Central Office (ODOT) completed their review of the Wapakoneta Ave Phase I Reconstruction Bids and have given the City of Sidney the approval to award the project to VTF Construction Company.
A public meeting was held at Sidney City Hall on May 27th and was attended by local residents. The City introduced the contractor to all attendees. A presentation on the project including traffic control was made and staff answered questions. Another public meeting will be held on Thursday, June 2nd at 2:30 pm. This meeting will be held on-site at the corner of Parkwood and Wapakoneta Ave.
City staff has issued the Notice of Award to VTF Construction and is preparing the contracts for approval. Final contract signing and the issuance of the Notice to Proceed will be completed by June 2nd. In conjunction with the June 2nd Public Meeting, the City has scheduled a Pre-Construction meeting with the contractor on the same date.
As stated in the Public Meeting, the contractor intends on starting mid-June focusing on the off-road water and sanitary sewer relocations. Wapakoneta Ave will remain open during this period. City staff is preparing flyer information for the public on traffic control and will be disseminating these flyers to local businesses and property owners on Wapakoneta Ave. Additionally, the flyer will be made available on this website.
Week of May 9, 2011
Submission to ODOT for authorization of bid award was submitted Friday April 29th, 2011. As of May 11, 2011 ODOT District 7 staff has started the review process and has not seen any issues of concern. District 7 intends to submit to ODOT Central Office by the end of this week; final ODOT acceptance is now anticipated to be Friday, May 20th.
A public meeting will be held at City Hall on May 27th, 2011 at 2:30. Another public meeting will be held on June 2nd at 2:30, near the intersection of Parkwood Street and Wapak Ave.
Utility relocates continue. Both DP&L and CenturyLink have minor relocations remaining. Vectren gas relocation efforts are underway, and is anticipated to be completed by Friday, the 20th of May.

Bid opening occurred on April 25, 2011 with two (2) bids received from contractors. Bid summary is as follows:
VTF Contractors (Celina) = $2,774,109.01 (LOW BID)
RB Jergens (Vandalia) = $2,842,025.54
Engineer's Estimate = $2,828,903.19
Submission to ODOT for authorization of bid award will be made on Friday April 29th, 2011. Tentative schedule for the award process is as follows:

Week of April 11th, 2011
Advertisement of the project is on-going with minimal questions on construction. A Pre-bid meeting was held on April 14th, attended by Barrett Paving, Shelby County Engineer-Bob Geuy, Brian Barhorst with Choice One Engineering, and Nick Miller with the City of Sidney. No major errors were identified with the plans during the meeting.
The bid opening has been moved back to Monday, the 25th of April due to City offices closed on the 22nd in observance of Good Friday. We currently have six (6) plan holders; Barrett Paving, RB Jergens Construction, Sunesis Construction, Eagle Bridge Company, and VTF Construction, and LNS Trucking.
Utility relocates continue. Both DP&L and CenturyLink have minor relocations remaining. Vectren has started gas relocation efforts and intends to have them completed within 3 weeks.
City staff is planning a Public Meeting on May 10th to inform the public of the bids and to discuss maintenance of traffic. Location to be determined.

Advertisement of the project is on-going with minimal questions on construction. A Pre-bid meeting will be held on April 14th, to answer and resolve any construction bidding document errors or omissions and to address any other non-foreseeable issues. Bids will be opened on April 21st. After which time the bids will be reviewed by the City for awarding purposes and submitted to ODOT for their concurrence.

On March 30th, City Engineering received Federal Authorization to proceed with the advertising of Wapak Ave. Reconstruction, Phase 1. We are currently advertising the project for sale and will be accepting bids until April 21st. We intend to award the contract before the end of April. The DBE (Disadvantage Business Enterprise) goal obtained for this project is 8%.
Utility relocates continue. Both DP&L and CenturyLink have minor relocations remaining. Vectren, who has over 5,000 Lineal feet of underground gas mains to relocate, including several services has made some progress recently, as can been seen with their construction staking along Wapak Ave.
In an effort to reduce costs, it is the City's intention to perform the majority of Construction Administration and inspection of this ODOT Local-Let project in-house.
Week of March 21, 2011
City Engineering Department had submitted the PS&E (Final Plans) package to ODOT District 7 on February 18, 2011 for their review, approval, and authorization to advertise the construction of Phase 1 for sale. ODOT District 7 had approved the submission and forwarded it to ODOT Central Office on March 1, 2011 for their review and authorization. As of this date, approval from ODOT Central Office has not been obtained. We anticipate ODOT Central Office approval no later than the April 15, 2011. ODOT Central Office approval will include the DBE (Disadvantage Business Enterprise) requirement for this phase of work.
Utility relocates are on-going. DP&L has at least one more pole to be relocated, and are working towards that relocation as early as today. CenturyLink has relocated all poles to date, but has some aerial relocations to complete. Vectren has agreed to start their relocates in the next couple weeks. Vectren has over 5,000 Lineal feet of underground gas mains to relocate, and at least 15 services to lower.
