On behalf of the City Council and staff, I would like to welcome you to the Home Page for the Sidney, Ohio. This Home Page is designed to present information to local residents and businesses as well as those who are looking at the City from afar.

The City of Sidney, according to the City Charter, is a Council/Manager form of government, led by seven (7) elected Council members. The City Manager’s office provides the leadership, management and coordination of the affairs of the City, with a professional City Manager, Assistant City Manager, and other necessary staff.
This Home Page provides information as to City services, Ordinances, volunteer boards and commissions, etc. and includes links to many of the other public spirited organizations which makes the City of Sidney a great place to live and work.
On behalf of Council, the staff hopes that the information presented provides answers to all the important questions about Sidney, Ohio.

According to the City Charter, the City Manager is the administrative chief of all operations of Sidney municipal government and hires all of the employees, except for Law Director and City Clerk. The Manager is the head of the City management department, which is composed of the Assistant City Manager Tom Judy, and Office Manager Joyce Goubeaux.
Currently, the manager’s position is held by Steve Stilwell, who began his service with the City in May, 2003. Mr. Stilwell came to Sidney after serving 12 years as City Manager of Big Rapids, Michigan.
Mr. Stilwell resides in Sidney with his wife, Sally and their three children. He is a 1976 graduate of Wittenberg University with a degree in Geology and a 1981 graduate from the University of Dayton with a degree in Public Administration.
