The City of Sidney is located 40 miles north of Dayton with a population of 21, 229 and a land area of 12.05 square miles. The City of Sidney has diverse industries including agriculture, manufacturing, technology and health care.

The City of Sidney is known for its outstanding parks and recreation system. In addition to the 18 neighborhood parks, Sidney boasts the 192 acre Tawawa Park. Tawawa Park facilities include walking trails, fishing, picnicking and the municipal swimming pool.

The City of Sidney offers economic diversity with four I-75 exits, CSX railroad and Sidney Municipal Airport. The community’s educational systems include quality public schools and private school options. Upper Valley JVS and Edison State College are located within 10 miles of Sidney.

Citizens of Sidney have a strong sense of tradition and community, they value exceptional safety and city services. There are 34 members in the Fire Department and 37 sworn officers in the Police Department.

Sidney was incorporated as a city in 1897 and became a Charter government in 1956. Sidney was established as the county seat of Shelby County, Ohio in 1819.

City Manager Profile


City Government

Sidney adopted the Council-Manager form of government in 1956. City Council is comprised of a seven Council Members. The Mayor is chosen from the elected Council Members. City Council appoints the City Manager who serves as the City Chief Executive Officer. The City Manager is responsible for implementing ordinances and policies established by City Council. The City Manager has appointment and removal authority over all employees except the Director of Law and Clerk of Council. The City of Sidney currently employs 187 full time and 17 part time employees.


The City of Sidney provides a range of municipal services including: Water and Sewer, Police, Fire with full time firefighters and Paramedics, Community Development and Planning, Code Enforcement, Building Inspection, Engineering, Public Transit, Public Parks and Recreation.

The City of Sidney has 21 volunteer boards.

Responsibilities of the City Manager


The City Manager has six (6) direct reports and is responsible for the overall supervision, appointment and removal of all employees of the city with the exception of the Law Director and City Clerk. The manager is also responsible for the preparation and administration of a $49.3M budget covering all operations and capital improvements in the city.

In addition to planning and directing city staff, the manager is responsible for the formulation and enforcement of city-wide rules and regulations. The manager meets frequently with citizens as well
as groups and organizations to resolve various community issues. The manager is expected to keep City Council informed of these issues and their resolutions.

The City Manager is responsible for the overall economic development activities of the city including working with area and regional agencies to promote economic development for the greater
Sidney area. The manager works closely with the chamber of commerce and the business sector in the community.

The City Manager is expected to give policy advice to the City Council and to implement those policies once approved. The manager prepares staff reports and provides regular updates to the Council. The manager is responsible for carrying out the various goals and objectives of the city organization.

Financial Plan

The City’s 2011 budget is $49.3 million (excluding inter-fund transactions). Total general fund budget for 2011 is $15.9 million. Total capital budget for 2011 is $6.8 million.

To maintain a long-term focus on its financial planning, City Council approves an annual update to a five-year capital and operating financial plan.

Sidney has received both the Certificate of Achievement in Financial Reporting award and the Distinguished Budget Presentation
award from the national Government
Finance Officers’ Association (GFOA) for twelve consecutive years.

CANDIDATE PROFILE


The City of Sidney seeks candidates who have strong educational backgrounds, a commitment to the profession and senior executive experience in a comparable-sized municipality with a community character similar to Sidney.

Candidates should have the experience and ability to lead and direct a city organization with diverse responsibilities. It is expected that the candidate will have experience in progressive city management practices with demonstrated skills in human resources, program management/ evaluation and financial management as well as budgeting.


The candidate should have skills in leading effective meetings and working cooperatively with citizens as well as business representatives. Also the candidate should possess effective communication skills, both written and oral, and work cooperatively as well as provide strong leadership within the organization. Vision and innovation is
an expected skill set of the qualified candidate.

Goals and Objectives

Development of a water source

Currently the City’s primary water source is surface water from the Great Miami River and Tawawa Creek. After many years of searching, the City has located a suitable ground water source approximately nine miles out of town. The next City Manager will be responsible for the development of this water source.

Industrial development

The City Manager will need to work with the West Ohio Development Council to encourage stability and growth of existing businesses and to recruit new firms to Sidney. The City Manager will be expected to consider new and creative approaches to provide incentives for suchdevelopment.

Energize the downtown

The Central Business District is the historic anchor of the community and provides much of the City’s identity. The City Manager will provide leadership in making the downtown an attractive place for private investment.

Opportunities and Challenges

The City is blessed with a diverse industrial and manufacturing base which has formed a firm foundation for the community’s economy for
many decades. However, the industrial sector was hit hard by the recent recession which negatively affected the City’s fiscal condition. While the local economy is showing signs of improvement, the State of Ohio has significantly reduced its financial support of local governments. The City’s budget has been adjusted accordingly including the reduction of staffing by about 14% since 2008, primarily through attrition. The next City Manager will have the challenge of managing an organization that must become increasingly efficient to meet the citizens’ needs.

The City is well-positioned for when the economy recovers. Development will be enhanced by the City’s excellent water and sewer infrastructure. Significant water system improvements were made possible in 2010 through ARRA funding. Industrial land is available with ready access to the interstate.

The City’s strong financial practices will serve it well even in a struggling economy. City Council is committed to long-term financial planning and adherence to sensible financial policies including
maintenance of sufficient fund balance reserves and limitations on long-term debt. The City achieved a AA bond rating in 2009 from Standard and Poor’s, which noted the City’s “strong, well-imbedded, and likely sustainable” financial management practices.

Qualifications

Bachelor of Public Administration or business administration degree, civil engineering or degree in a similar field. Master’s Degree preferred.

Minimum of ten (10) years experience as a City Manager, Assistant City Manager, or major department head in a city or county government.

Highly desired expectation of residency within the City of Sidney. Must establish residence within Shelby County or adjacent county within twelve months after the appointment.

U.S. Citizen and have a valid driver’s license

Salary is based on experience and
