In May of 2001, the City of Sidney and the Sidney-Shelby County Chamber of Commerce contracted with Randall Gross/Development Economics to conduct a Retail Market Analysis and Recruitment Strategy to help the community understand its retail potential and attract retail businesses that are best suited to Sidney's demographics, location, and marketing strengths.

Randall Gross is a specialist in development economics. He has worked for 14 years providing market & financial analysis, land use economics, and strategic planning services for the redevelopment and revitalization of communities. He works directly with public agencies and communities to understand residents’ needs, assess economic assets and potentials, and create targeted implementation plans to meet economic development goals and objectives. Specifically, he forecasts market demand and financial feasibility for projects, determines highest & best use for buildings and land, designs creative strategies that enhance the environment for development, and creates mechanisms to maximize community benefits like jobs and fiscal stability.

The Retail Market Analysis and Recruitment Strategy was completed in September 2001 and consists of two reports. The Retail Market Analysis report provides an overview of existing conditions, summarizes the community’s retail vision and needs, and summarizes the findings from the retail market potentials analysis. The Recruitment Strategy report provides an implementation strategy for recruiting and attracting retail businesses
